VZRs will not suffer the same sort of rust that UK cars would get, if you get one from Japan directly (or through an importer) you should find that there isn't any rust underneath.

I think so, check in the engine bay, a few sets of fuses in there and also in the compartment under your right knee in the drivers seat.
