Spray to dull shinny stuffs

Can anyone recommend some kind of paint, coat or other spray that's hardwearing and will dull/matte chrome or polished steel please? If such a thing exists! Example; on the polished lip of a wheel.
 
I'd imagine there will be something but I don't know of any names!

I know photographers sometimes use a temporary "dulling spray" to stop objects reflecting too much, so I would think that you could get something similar but permanent
 
Yeah that's what I was hoping! I use the same temporary stuff in video, but dont know of anything permanant.
