97 wasn't the change over year, 98 was...
a 97 is a phase 1.
turbo... well technically you can without forging it but you wont be able to run much boost. to be honest, i dont think it would need to be forged, just some parts uprated.
cheapest part for turboing a gti is the £16 membership fee for something called the AOC. where a few people have done/doing turbo conversions
