n15 gti rev problem?

Hi guys an girls :)
Going to buy an N15 gti tomorrow,
I know obvious problems to check for like cam chain rattle and sills etc etc,
Only question I have ATM is I have been told rev counter sits at redline (8k) when cold until engine warms up and then sorts itself out, but engine is just ticking over and not redlining so electric problem I'm guessing, just thought I'd ask on here as this sounds unusual to me an I've had a lot of cars!
Could this be a sign of something much more serious or should I just not worry about it? I'm buying it as it's nice and cheap and my lexus is200 sport wrote itself off last week :(

Rev counter is fucked, just wants replacement.

Check for rust where (and around) The rear seatbelt reels are mounted, that's a hotspot for rust too.

If the GTi isn't any good take a look at my lovely A4 that is for sale, its brakes are mint ;)
