N15 key fob problem

I have a '99 N15, I have two keys that both unlock and start the car, both have a red oblong on the key body,i'm assuming this indicates they have a transducer in them.

The two fobs are separate, both have half moon buttons, no led, fresh batteries, and neither has micro switches....they use the conductive rubber contacts all of which are clean.

One fob will not unlock the care !

I'm aware of the pairing sequence..the car goes into programming mode,and when the ignition is switched back on again the indicators flash twice....what i don't get is the indicator flash to confirm the programming after the button presses on the fob, its as if the fobs are not transmitting..

Bought another fob, this is exactly the same....no programming conformation,will not unlock the car..!

Update.... I can pair only one remote at a time.... If i pair the other fob it disables the first one...!
Any thoughts..?

Is this the procedure you're using?

Switch ignition on and off 6 times within 10 seconds

After 2 seconds indicators will flash
Programming mode activated for 2 minutes.
Press and hold unlock button
Press lock button 3 times
Release unlock button
Indicators will flash once to confirm correct programming
Repeat above procedure for to program any remaining fobs
If 4 fobs have been programmed:
After programming last remote control indicators flash 3 times.
Programming mode deactivated.

If less than 4 fobs have been programmed:
Switch ignition on, indicators will flash twice.
Programming mode deactivated.
check operation of all programmed fobs
 
That's helped me... big big thanks!! My fob has been dead for over a year and I assumed it was broken. I couldn't find a procedure that worked. Spent today looking for the fob in the back of the garage, followed this procedure and BAM, it's working!!
