Newbie needs some help

Hey how you doing all, i just bought myself a n16 sx 1.5,
but i found couple of problems that i thought it can be sorted if anyone can help me,
the handbrake lever needs to be nearly fully on to lock the wheels, how hard is it to adjust this.
Also i think the rear caliper is binding, as i can hear the disc rubbing the brakes when moving slowly, is this easy to sort out.
The front bumper on the sides are sticking out abit, think they need clips, if so what kind are they.

Handbrake cables are likely to be stretched, you can tighten them up but for the price, i would replace both.
Discs do rub the brakes, what you might be hearing is old rotten discs and pads. Jack the car up, if both wheels spin relatively freely then the calipers will be fine. If one is sticky, undo the handbrake cable on the caliper, spin the wheel. Obviously if it is then free, the handbrake is at fault. If it's still sticky, the caliper is at fault, either the sliders have seized or the piston.

Not an expert on the bumper but as it's one of these awful modern flush fit ideas, there will be plastic clips on both the bumper and wing, it is more likely that the ones on the bumper are damaged but i don't know if they can be removed and replaced easily. @edk will be able to help you as he has had his bumper on and off more times than @sss4me 's mums knickers.
 
Thanks for your help. Took the car to a garage and found out the rear disc are worn and calipers are all good. Going to try and sort the from bumpers out. Hope its not a nightmare
