Paintwork hazing

Hi all,

My 97 N15 GTI is having some paintwork problems. The roof is starting to appear hazey in places as if it is loosing its shine. I have always looked after the paintwork well, washing regularly and waxing at least every 6 months over the last 8 years but no amount of t-cutting, waxing, polishing will sort this problem out. It looks like its under the laquer. Any suggestions?
 
Mine goes like this on the bonnet. I can get it out with just polish, after a couple of applications, but after a few weeks it comes back again. Would T-Cut get rid of it forever or would it need compounding/buffing?
