It was some insulation covering they must have forgotten to put back on one of the oil pipes to the turbo. Since the block vibrates a lot it was supposed to cushion the pipe from its surroundings

The other was an old gearbox sensor which they also forgot to take out.

I tried starting the engine but didn't sound like its usual turning. More swishes than expected but also does not help have a flat battery.

its had a rough time where ever its come from, where abouts on the engine was it? near a pulley?
 
It looks like a captive bolt that has been cut or ground off, maybe even welded. With all the other junk in the car I'd maybe guess it's just a spurious part from somewhere else. I'd be asking the question to the last people to work on it.
 
Well looks like more than a rebuild, frames 33 to 40 confirming a hole from the block. If my orientation thinking is correct in this wobbly vid done blindly with my phone.

Think I'll be stopping my insurance and refund on the tax disc pretty soonish. She's not going to be resuscitated anytime soon.
